Всероссийский водный конгресс является главным водным форумом страны с 2017 года. Мероприятие учреждено в рамках Года Экологии в России, объявленного Указом Президента Российской Федерации от 05.01.2016 г. № 7 «О проведении в Российской Федерации Года Экологии». Форум ежегодно проходит под патронатом спецпредставителя Президента Российской Федерации по вопросам природоохранной деятельности, экологии и транспорта Сергея Иванова, Совета Федерации Федерального Собрания Российской Федерации и по поручению Правительства Российской Федерации. Целью конгресса является объединение всех заинтересованных министерств, ведомств и отраслей водопользования на одной площадке для формирования консолидированных решений по комплексному использованию водных ресурсов, устойчивому развитию водохозяйственного комплекса, сохранению и оздоровлению водного фонда страны.
